From the east I summon a bird of prey; from a far-off land, a man to fulfill my purpose. What I have said, that will I bring about; what I have planned, that will I do.
Dan 4:35 "All the inhabitants of the earth are accounted as nothing, But He does according to His will in the host of heaven And among the inhabitants of earth; And no one can ward off His hand Or say to Him, 'What have You done?"
Amo 3:6 When a trumpet sounds in a city, do not the people tremble? When disaster comes to a city, has not the LORD caused it?
Act 17:26 From one man he made every nation of men, that they should inhabit the whole earth; and he determined the times set for them and the exact places where they should live.
Really it all comes down to God's sovereignty - see Sovereignty.
People assume "an all powerful god could prevent such a disaster and an all loving god would want to prevent this", and since this happened either god doesn't exist or isn't loving. Or, could it be that this all powerful all loving God has a loving purpose in this?
Luk 13:1-5 Now there were some present at that time who told Jesus about the Galileans whose blood Pilate had mixed with their sacrifices. Jesus answered, "Do you think that these Galileans were worse sinners than all the other Galileans because they suffered this way? I tell you, no! But unless you repent, you too will all perish. Or those eighteen who died when the tower in Siloam fell on them--do you think they were more guilty than all the others living in Jerusalem? I tell you, no! But unless you repent, you too will all perish."
